Ravi Shankar Prasad notifies that BJP is ‘proud’ of free COVID-19 vaccine promise in Bihar

• Union Law Minister from Patna, Ravi Shankar Prasad said that the BJP was “proud” of bringing healthcare front and centre of its proclamation by promising free COVID-19 vaccine in Bihar once approved by the Indian Council for Medical Research (ICMR).
• The BJP had, in its declaration promised free vaccines for COVID-19 if voted to power and 19 lakh jobs as well. The vaccine promise has promoted controversy with opposition leaders questioning the honesty of promising free vaccines to one State as an election promise while the whole country was suffering.

Supreme Court questions government to ‘find some solution’ and to bring back home Indians in Kuwait

• The Supreme Court on Tuesday asked the government to “find some solution” to bring back home Indians, mostly blue-collar workers from Tamil Nadu, stranded in Kuwait during the pandemic.
• The Centre said it was trying every possible way to bring them home and the “availability of flights is no more a reason for being stranded in Kuwait”.
• The government affidavit said that 559 flights had fled from Kuwait to India as of October 1. Out of 1.33 lakh Indians registered with the embassy for travel to India from Kuwait, the repatriation of 87,022 had been facilitated. Foreign airlines have also been pitching in with flights to India. The Vande Bharat Mission was on its seventh phase of operations in October.
• It sought a direction from the government to make a report of stranded Indians, draw up a schedule for their repatriation and, in the meanwhile, get in touch with the Embassy in Kuwait to give them with basic essentials and medicines.

Education Minister said that the progress of Institutions of Eminence will be mapped with world university rankings

• Education Minister Ramesh Pokhriyal ‘Nishank’ notified that the improvements of Institutions of Eminence (IoE) will be mapped with indicators of renowned international rankings QS and Times Higher Education. Further, an incentive mechanism will be made for those institutes that are performing well.
• He further said, “An incentive mechanism for institutions shall be developed to reward the IoEs that are doing well. An integrated portal containing world-class #research papers from all HEIs shall be made,” reported by PTI.
• While the government will give funding of up to Rs 1,000 crore to public institutions with IoE tag, in the case of the private institutions proposed as Institutions of Eminence, there will be no financial support. But they will be entitled to more autonomy as a special category Deemed University. The IOEs will also not be subjected to inspection by the UGC.

Centre reveals new norms for awarding bodies, assessment agencies to encourage skilling ecosystem

• The government provided a set of guidelines for recognising and maintaining awarding bodies and assessment agencies, to enhance the outcomes and standardise the processes under the Skill India Mission.
• The guidelines have been made for the recognition and regulation of awarding bodies and assessment agencies, as these two entities are main elements in the skilling ecosystem.
• The innovative methods and constructive tools marked under the guidelines in the management of skilling institutions will generate a regulated regime

Twitter read riot act by Parliament panel over showing Leh as a part of China

• Twitter has been read the trouble act by a parliamentary panel over a latest controversy that had the social media giant displaying Ladakh’s Leh as part of China. Members of the Joint Parliamentary Committee on Personal Data Protection Bill have sought an explanation from Twitter for showing Leh as part of China.
• Other than the Leh map controversy, Twitter was also asked questions about how it amplifies/mutes conversations; take down content, etc, sources said. Twitter was questioned about the ways and provisional laws it adhered to while making such decisions.
• A Twitter spokesperson said, “Twitter remains committed to working with the Government of India. We respect the sensitivities involved and have duly acknowledged the letter.”

Serum Institute says Oxford’s COVId-19 vaccine would mostly be ready by December.

• The Oxford coronavirus vaccine produced by Serum Institute could be ready by December, CEO Adar Poonawalla said.
• “If we don’t go for an emergency license, our trials should be over by December and then we can maybe we can launch in India in January subject to the UK trial, which is on the verge of being completed,” he added.

Current tariff of Internet service over network is unsustainable, says AIRTEL

• Bharti Airtel CEO Gopal Vittal said prices of data and voice services need to be increased as current levels of tariff are unsustainable for the industry.
• “We’re at a premium (in terms of tariff hike). You can have a premium but it becomes unsustainable after a point,” he was quoted by Mint. Vittal didn’t give a timeline on tariff hike.

Kerala sets base price for vegetables, first state to do so

• Kerala has become the first state to set floor prices for vegetables which would be 20% above the production cost, CM Pinarayi Vijayan said. It would come into effect from November 1.
• “In all, 16 varieties of vegetables would be covered in the first phase and there’s a provision to revise the floor price on a regular basis,” he added.

Implement waiver of interest on interest scheme: RBI to lenders

• The RBI has asked all lending institutions, including non-banking financial companies, to implement the waiver of interest on interest for loans up to ₹2 crore for the six-month moratorium period.
• The waiver applies to MSME loans, housing loans and education loans, among others.
• The RBI had announced the loan moratorium in March to provide borrowers relief during the COVID-19 pandemic.

• US-based IT services major Cognizant has appointed Rajesh Nambiar as the Chairman and Managing Director of its India arm and a member of the Executive Committee with effect from November 9.
